·     In 2nd Tranche  under “Self Reliant India Movement”, focus was made on Migrant Workers, Street Workers, Small Traders and Small Farmers.

·     Today (i.e. on 14th May, 2020) 9 measures were announced, out of which 3 measures were related to Migrant Workers, 1 measure was related to each of Shishu Loans under MUDRA, Street Vendor Housing & Employment and 2 measures were related to small famers.

·     In addition to the abovementioned measures, various reforms that were proposed by the Government of India under Labour Code were also enlightened upon which are:

ü  Universalization of right to minimum wages (which is presently applicable to only 30% of workers.

ü  All occupation open for women & permitted to work at night with safeguards.

ü  Provision of Social Security Fund for unorganized workers.

ü  Introduction of National Floor Wage concept to reduce disparity in minimum wages.

ü  Appointment letters to all workers to promote formalization.

ü  Annul Health Checkup for Employees.

ü  Mandatory ESIC & Occupation Safety & Health Code for employees in Hazardous Industries even with less than 10 employees.

ü  Extension of ESIC coverage to establishments having less than 10 employees on a voluntary basis.

ü  Reskilling funds for retrenched employees.

 

·     Following measures were announced :

 A)    Free food grains to Migrant Workers

ü  Eligibility :- Migrant Workers who are neither NFSA nor State Card beneficiary in the State they are stationed.

ü  They are provided 5 kg of grains per person and 1 kg Chana per family per month for two months May 2020 and June 2020 free of cost.

ü  Expected beneficiaries – About 8 crore workers on which about Rs. 3500 crore will be spent over 2 months.

ü  State Government will be fully responsible for implementation, identification and distribution purpose.

 B)     One Nation One Ration Card using Technology Systems

ü  Migrants can access Ration Shops from any Fair Price Shop in India.

ü  67 crore beneficiaries of 23 States which is 83% of PDS Population to be covered by August, 2020.

ü  100% National Probability to be achieved by March, 2021.


            C)     Affordable Housing Renting Complexes(ARHC) for Migrant Workers

ü  Scheme under PMAY (Pradhan Mantri Awas Yojana)

ü  ARHC to be provided by

(1)   Converting Government Funded Housing into ARHC under PPP mode.

(2)   Incentivizing manufacturing units, industries, institutions, associations to develop ARHC on their private lands.

(3)   Incentivizing SG Agencies to develop ARHC

ü  Ministry will issue detailed guidelines.

D)    Interest Subvention for Shishu Loans under MUDRA

ü  Maximum Loan Amount covered is Rs. 50,000/-.

ü  GOI will provide Interest subvention of 2% for a period of 12 months.

ü  Current portfolio of such loans is about Rs. 1.62 Lakh crores which will result in relief of Rs. 1500 crores.

E)     Special Credit Facility for Street Vendors

ü  Initial working capital of Rs. 10,000 will be provided for each enterprise.

ü  To be launched within a month.

ü  Digital payment will be rewarded and enhanced credit facility for good repayment behavior.

ü  It will support nearly 50 Lakhs street vendors which will provide liquidity of Rs. 5,000 crores.

 F)     Extension of Credit Linked Subsidy Scheme (CLSS)

ü  For Middle Income group earning Annual Income between Rs. 6 Lakhs and Rs. 18 Lakhs.

ü  Extend CLSS Scheme up to March, 2021.

ü  Will benefit 2.5 Lakhs Middle Income Families

ü  Will create jobs and demand of Steel Cement and other construction material.

ü  Will lead to Investment of Rs. 70,000 crores in Housing.

 G)    Employment push using Compensatory Afforestation Management & Planning Authority (CAMPA) Funds

ü  Funds to be used by State Governments for-

(1)   Afforestation and plantation works, including in urban areas

(2)   Artificial regeneration, assisted natural regeneration

(3)   Forest management, soil & moisture conservation works

(4)   Forest protection, forest and wildlife related infrastructure development, wildlife protection and management etc.

ü  Will create job opportunities in urban, semi-urban and rural areas.


        H)    Additional Emergency Working Capital Funding for farmers through NABARD

ü  Additional refinance support of Rs. 30,000 crore for crop loan requirement.

ü  It is over and above Rs 90,000 crore of the normal refinance route during this year.

ü  To meet post-harvest (Rabi) & current Kharif requirement in May/June.

ü  Benefit around 3 crore farmers.

 I)       Concessional credit boost through Kisan Credit Cards

ü  Special drive to be undertaken to provide concessional credit to PM-KISAN beneficiaries.

ü  Fishermen and Animal Husbandry farmers also included.

ü  2.5 crore farmers will be covered allowing a credit flow of about Rs. 2 Lakhs crores.
